I. Basic Profile

Formerly known as Baojing Zhonglingshan Industrial Park, the Baojing Industrial Development Zone was approved for establishment by the Xiangxi Tujia and Miao autonomous prefecture government in 2004. It was designated a provincial-level industrial cluster zone by the People's Government of Hunan Province in 2012 and renamed the Baojing Industrial Development Zone in 2021. The zone follows the "One Zone, Three Parks" layout, covering Zhonglingshan Industrial Park, Chengdong Innovation & Entrepreneurship Park and Modern Agricultural Industrial Park.

At present, the zone hosts 70 enterprises under unified statistical monitoring, including 36 industrial enterprises above designated size (of which 27 are industrial enterprises above designated scale). It has a total planned area of 3.37 square kilometers and a built-up area of 1.64 sq km.

II. Core Industries & Distinctive Features

The zone has fostered an industrial system based primarily around green zinc-manganese-vanadium mining and new materials, with Baojing Golden Tea being its main agricultural product and emerging industries including electronic information and intelligent manufacturing. This industrial layout aligns with the provincial standard of "one pillar industry plus one featured sector" and the zone's positioning of specialized, refined development.

Two complete circular economy industrial chains have taken shape within the zone:

a. Green zinc-manganese-vanadium mining & new materials chain: Xuanhua Company → Zhongjin Company → Fuyuan Industry & Trade → Hengkang Building Materials → Defeng Building Materials

b. Wine packaging industrial chain: Jinfeng Ceramics, Huanyu Ceramics → Shangzhen Electronics → Haotian Printing → Xinsheng Technology

In line with the industrial plans of Hunan Province and Xiangxi Autonomous Prefecture, six full industrial chains will be cultivated across the zone to develop sub-parks focusing on wine manufacturing, green mining & new materials, new energy, green food (cold chain logistics), Baojing Golden Tea, and cultural tourism (Digital Baojing).
